Subject: New beta release: 3.1.98 (rebased to Cygwin 3.2.0).
Hi Cygnalers,

There is a new Cygnal beta, version 3.1.98. This is based on the
3.2.0 baseline of Cygwin. It was a smooth rebase; one very minor
merge conflict had to be resolved.
