New beta release: 3.1.6.98.

There is a new Cygnal beta, version 3.1.6.98. This is based on the
3.1.7 baseline of Cygwin, plus a few commits cherry-picked from
upstream to get 3.1.7 to build under current Cygwin (mostly due
to GCC 10 diagnostics).

I have made some improvements to the web page. The git repository now
has all the upstream tags also.
