* arith.c (zerop): Handle character arguments.
(plusp, minusp): New functions.
* eval.c (eval_init): Register plusp and minusp.
* lib.h (plusp, minusp): Declared.
* txr.1: Documented plusp and minusp, and the
handling of characters by zerop.
