vector: ensure minimum alloc size.

Like in a recent commit for mkstring, we impose a minimum
allocation size of 6 for vectors, which means 8 cells
together with the two informaton words at the base of
the vector.

* lib.c (vec_own): Take an alloc parameter in addition
to the length, which is stored in v[vec_alloc].
(vector): Impose a minimum alloc size of 6.
(copy_vec, nested_vec_of_v): Pass alloc parameter
to vec_own which is the same as the length parameter;
i.e. no behavior change for these functions.
