Commit 93edcde038209335122964432bd35dee0c2ecb04, made in
August 2021, accidentally removed the blank line after the
copyright header in most stdlib files.

The immediate problem is that with-dyn-lib creates a defvarl,
but deffi uses load-time forms to refer to that. In compiled
code, these load-time evaluations will occur before the
defvarl exists. The conceptual problem is that with-dyn-lib
might not be a top-level form. It can be conditionally
executed, as it happens in stdlib/doc-syms.tl, which is now
broken. Let's not use load-time, but straight lexical
environments.
* stdlib/ffi.tl (with-dyn-lib): Translate to a simple let
which binds sys:ffi-lib as a lexical variable.
(sys:with-dyn-lib-check): Use lexical-var-p to test what
sys:ffi-lib is lexically bound as a variable.
(deffi, sys:deffi-cb-expander): Instead of gloval defvarl
variables, bind the needed pieces to lexical variables,
placing the generated defun into that scope.

A number of functions take an argument which is a ffi type.
Typically, this argument is produced using by a
ffi-type-compile call which is produced by the ffi macro. But
this ffi-type-compile call is invoked at run time, each time
such a function is called. A solution for this is to have the
ffi macro hoist the compilation to load time.
* stdlib/ffi.tl (ffi): Add load-time wrapping to generated
expression.
* txr.1: Updated correspondence between (ffi ...) form and
equivalent (ffi-type-compile form).

* stdlib/ffi.tl (carray-sub, sub-buf): Remove binding which
ensures the new value is evaluated only once (defset does this
already).

filtering loop. This wouldn't have happened if we had a ecaseql macro,
and used it. Or if we had coverage of this in tests.

This affects run-time also. Txr installations where the
executable is not in directory ending in ${bindir}
will look for stdlib rather than share/txr/stdlib,
relative to the determined installation directory.
* txr.c (sysroot_init): If we detect relative to the short
name, or fall back on the program directory, use stdlib
rather than share/txr/stdlib as the stdlib_path.
* INSTALL: Update some installation notes not to refer to
share/txr/stdlib but stdlib.
* Makefile (STDLIB_SRCS): Refer to stdlib, not
share/txr/stdlib.
(clean): In unconfigured mode, remove the old share/txr/stdlib
entirely. Remove .tlo files from stdlib.
(install): Install lib materials from stdlib.
* txr.1: Updated documentation under Deployment Directory Structure.
