sysif: respect HAVE_SETENV.
* sysif.c (setenv_wrap, unsetenv_wrap): Now surrounded
with #if HAVE_SETENV ... #endif, an existing feature detection
macro.
(sysif_init): Only register setenv and unsetenv functions
if HAVE_SETENV is true.
