build: don't rebuild tlo's all the time.
* Makefile (%.tlo, %.tlo2): Drop dependency on $(TXR).
Of course, the dependency is strictly correct, but most
changes to TXR are irrelevant. Moreover, not all relevant
dependencies are in place anyway; if we change compile.tl,
only the compile.tlo is recompiled.
