compiler: warn on too many lambda args.
* share/txr/stdlib/vm-param.tl (%max-lambda-fixed-args%): New
symbol macro.
* share/txr/stdlib/compiler.tl (compiler comp-lambda): If the
nubmer of fixed parameters exceeds %max-lambda-fixed-args%,
then issue a warning.
