Subject: * tmpbuf.h: New file. * flock.cc: Include tmpbuf.h for new tmpbuf
 functionality. (allow_others_to_sync): Use tmpbuf rather than tmp_pathbuf. 
 Explain why. (lf_setlock): For consistency, use tmpbuf rather than
 tmp_pathbuf. (lf_getlock): Ditto.
