* libc/time/lcltime_r.c (localtime_r): Call _tzset_unlocked inside
TZ lock.
* libc/time/mktime.c (mktime): Ditto.
* libc/time/strftime.c (strftime, wcsftime): Ditto. Guard against
calling _tzset_unlocked more than once (baring recursion).
