* cygwinenv.sgml: Add text for `winsymlinks' option.
* how-api.texinfo: Add text to explain new symlinks==shortcuts
and the CYGWIN setting `(no)winsymlinks'.
* how-using.texinfo: Add text that Cygwin now treats shortcuts
as symlinks.
