* libc/stdio/vfprintf.c (_VFPRINTF_R): Use _r versions
of mb routines for %lc and %ls support.
* libc/stdio/vfscanf.c (_svfscanf_r): Add %lc, %C,
%ls, and %S support. Remove CYGNUS_NEC markers and
code within.
