* libc/include/sys/features.h: Add _POSIX_TIMERS define for __CYGWIN__.
* libc/include/sys/reent.h (__getreent): Protect against possibly being
defined.
* libc/include/sys/unistd.h (fdatasync): Don't define for __CYGWIN__.
